Iranian media outlets have on Friday disclosed details of a draft memorandum of understanding that is reportedly under discussion between Tehran and Washington, as part of efforts to reach a broader agreement.
According to the Mehr news agency, the new details of the 14-article memorandum between Iran and the US include the following:
1. Immediate and permanent cessation of war on all fronts, including Lebanon.
2. The US agrees to the obligation not to interfere in Iran’s internal affairs and to respect the sovereignty of the Islamic Republic of Iran.
3. Complete lifting of the naval blockade within 30 days.
4. The US obligation to withdraw its troops from the area adjacent to Iran.
5. Opening the Strait of Hormuz within 30 days according to Iran’s agreement.
6. Suspension of sanctions on the sale of oil, petrochemical products and their derivatives, as well as full access of Iran to its own financial resources.
7. Provision of reconstruction plans for Iran and its allies for a total worth of at least 300 billion US dollars.
8. 60-day negotiations to reach a final agreement on nuclear issues, the complete lifting of primary and secondary US sanctions, as well as UN Security Council and IAEA Board of Governors resolutions.
9. Confirmation of Iran’s obligations under the Non-Proliferation Treaty (NPT) not to develop nuclear weapons.
10. During the negotiations, the US undertakes not to increase its forces in the region and not to impose new sanctions.
13. Unblocking of 24 billion dollars of frozen Iranian funds during the 60-day period of final negotiations. Half of this amount should be available to Iran before the start of the negotiations.
14. The final negotiations will not begin until half of Iran’s frozen funds are unblocked, oil sanctions are suspended, and the naval blockade is lifted.
The final agreement will only concern the fate of enriched materials and enrichment, the lifting of sanctions and the program of economic recovery of Iran; any discussion of Iran’s missile program and support for resistance groups is excluded from the agenda and will not be part of future discussions.
